( if you had zero power , do not up others point )

When a reputation score of 100 is reached, reputation power becomes 1. (100 rep point + min of 10 post)

after getting power , need to return point , 2 up per 24 hour (zero power up zero point , 1 power up 1 point , 20 power up 20 point)
