Especially with a hotel raid, if they go into the room, they will usually charge in with a couple photographers to take pictures as they go in. Imagine a real couple having sex and get barged in. What effect will it be on the foreigners..
As I said earlier, if they want to go in the hotel room, they would need help from the hotel front desk and also to make sure that there are people in the room first and also seek for permission to enter before entering to perform any act of arrest or search. If they can barge in, that means they already got solid proof.
Most of the time when FL get caught are usually reported by the front desk or hotel employees who suspected the subject as an FL. And during AV raid, they usually would want to trace for the syndicate (if any) instead of the FL.
