Actually no need proof I also believe.
This sort of shake downs happen not only in Indonesia but Thailand also.

The road blocks and checks on the passports of foreigners is a way for low level cops/immigration officers to grease their palms.
They use their own interpretation of the law to suck money out of you.
Even my local Indonesia kakis reminded me to bring original copy of passport around.
They know full well how bullshit the polisi can be.

That's why I always carry original copy of passport around when overseas.
100% success rate when cooperate fully with authorities.
