She doesn't sound like she is into you. There is no point adopting a benefit of the doubt mentality. If she can't even give you an answer promptly for an outing, I will just move on. It's a simple yes, no or it depends on something happening. Some clarification would go a long way. She is just hanging you, no go in my book.
