In any case, if you're planning for a trip well in advance, Tiger is almost always guaranteed to have the lowest fares. If you're trying to slot in a last minute getaway, though, check out the usual portals (Zuji is a good bet) - sometimes full-frills commercial airlines offer it even cheaper.
They seem to go in opposite directions - budget airlines sell tickets really cheap in advance in a bid to fill up seats (their business model is always volume), then nearer the date, as people become more desperate, they jack up their prices to take advantage of the economic law of price discrimination. Full-fledged commercials, on the other hand, focus on margins, so they always price theirs based on the full fare first, and nearer the date tend to compromise by dialing down their prices. When the prices converge, it's a joy to watch.
