I think the main reason is that Kenny is still an interim manager and most likely not the owner's first choice for caretaker manager either.
The new owners have seen the shit that happened during Roy's reign and prior to the Chelsea victory, I believe they were still monitoring and considering whether Kenny had the ability to be a full time manager of Liverpool.
Also you would have to consider that if they allowed Kenny to sign whoever he wanted and at the end of the season, they decided to appoint another manager, then the new manager might want new funds to sign his own players and he might want to sell the players that Kenny bought just half a season ago.
Well, I believe that we will have to wait till the end of the season to see how serious the new owners are in moving Liverpool forward. At the end of the day, the fact remains that the money that they received from the sale of Torres and Babbel was totally reinvested into the club and this is already an improvement from the previous owners.
