I think this bro got no choice but to pay as his luggage is taken hostage inside the taxi boot...
It also depends on the driver as some are thick skin and will ask for tips.... including Mr. T's driver which happen to me once. On reaching the airport as I paid him the agreed fare.... he asked in a joking way "no tip? Many customer always give some"
I also replied to him jokingly.... "No blowjob?...... last time the driver stop halfway and give me a blowjob
